A dedicated community leader, Masoud has been actively engaged in political, civic, and business life since 1978. With nearly five decades of experience, he has consistently anticipated community needs and helped shape initiatives that empower citizens and promote inclusive growth. He holds a Master of Public Administration from the University of Michigan–Ann Arbor, providing a strong academic foundation in public service, governance, and policy.

Through years of service, Masoud has built extensive political and business networks across government, nonprofit, and private sectors. These relationships have been strategically leveraged to strengthen Arab American representation, expand civic participation, and support economic development. A core focus of his work has been community empowerment, encouraging individuals to become proactive, productive citizens by engaging in leadership, workforce development, and civic life.
